The money would be used by Worcestershire County Council to fund the final phase of the A4440 Southern Link Road scheme. The council is submitting an application to the Department for Transport to secure the money for the fourth phase of programme, which would see the entire route dualled from Whittington to Powick. Carrington Bridge is included in the phase and is seen as the most important piece of the jigsaw.

The Southern Link Road provides a link between the M5, South and West Worcester, Great Malvern, the wider Malvern Hills District, Ledbury, Upton and Herefordshire. Phases one and two are already complete and the third phase is currently under way.
